From his humble beginnings in Baguio City to becoming the fourth highest-ranking officer in the Philippine National Police, PLTGEN Edgar Alan Okubo has built a legacy of achievements and unwavering dedication to service, integrity, and justice. A proud graduate of the Philippine National Police Academy (PNPA) “Tagapagpatupad” Class of 1992, Okubo’s journey through the ranks is not merely a collection of milestones but a testament to a life defined by the values of integrity, courage, and an unshakable commitment to public service.
From the first day he wore the police uniform, PLTGEN Okubo set his path toward excellence. His unflinching commitment to enforcing the law made him quickly earned him national recognition, regardless of the challenges or opposition. In 2013, he was awarded the Metrobank Foundation’s Country’s Outstanding Police Officer of the Year Award (COPS)—a recognition of his professional accomplishments and his deep commitment to justice, even in the face of overwhelming pressure. Okubo himself said, “I enforce the law without fear or favor. I have apprehended many individuals whom politicians protected, but I never wavered.” His words were more than just a declaration—they embodied the steadfast integrity that became the cornerstone of his career.
Such recognition was never Okubo’s goal; instead, it was a responsibility and a challenge he embraced with humility. “This award is not just for me; it belongs to the dedicated men and women I serve alongside daily,” he stated. His focus remained resolutely on the mission at hand—ensuring the safety of the Filipino people while maintaining the integrity of his officers and the law.
In 2023, Okubo took on the role of Regional Director of the National Capital Region Police Office (NCRPO), where he oversaw the security of millions in Metro Manila. Managing such a vast and diverse area required a deep understanding of the challenges faced by urban police forces, and PLTGEN Okubo demonstrated unparalleled tactical acumen. Throughout this time, he remained committed to strengthening police- community relations, reminding his officers that genuine service goes beyond enforcement: it’s about ensuring the public’s trust and confidence in the police force.
